Check-in Check-out Assign fails in Roundtable

INTRODUCTION:
=============
The Roundtable repository is filled with the source code via some
DOS utilities and DLL's. These DLL's require memory and may fail if
memory is not available.
POSSIBLE CAUSE OF ERROR:
========================
1. DOS path does not include path to Roundtable DLL's and
executables
2. Not enough system memory is available to load the utilities
DOES ERROR INDICATE CORRUPTION: IF SO, WHAT TYPE

If an object is checked in and the storage process fails the object
version would be corrupt in the Repository.
CORRECTIVE MEASURES:

1. Verify the executables are found in the DOS PATH
2. Close all other programs and attempt the check in again
