SYMPTOM(s):
Trying to connect to database and receive message "requires startup procedure".
Connecting via executables on server and all variables point to locations on the server.
Starting _progres or prowin32 using the application works.
CAUSE:
The progress.cfg file that they pointed to had a run-time license.
FIX:
Reset all icons on client to use executables on the client side and set all variables to point to files on the client machine as well.
