Getting errors (1246, 2364 or 2222) when attempting to connect to foreign database
Cannot access <db-type> with current CONFIG file. (1246)
Cannot access ORACLE with current CONFIG file. (2364)
Cannot access MSS with current CONFIG file. (1246)
Cannot access SYBASE with current CONFIG file. (2222)
FACT(s) (Environment):
The only license installed on server is client side license, such as i.e., Progress Client Networking, Provision, Provision Plus/OE Studio, WebClient, SQL Client Access etc...

CAUSE:
In order to access any foreign database from a Progress 4GL or ESQL/C client, an appropriate DataServer license is needed.
FIX:
Install the appropriate DataServer license that is needed to connect to foreign data source. In order to connect to:
ORACLE- install Oracle DataServer
MS SQL Server 7, MS SQL Server 2000/2005 - install MS Personal DataServer or MS Enterprise DataServer
Sybase, MSAccess, DB2/6000, DB/MVS, Informix and/or MS SQL Server 6.5- install ODBC Personal DataServer or ODBC Enterprise DataServer
DB2/400- install Progress 400/DataServer and/or Progress/400 Development Server
