FIX:
The 9.x Progress Explorer utility does not operate as the ProControl utility did (where the database was started as a Windows service). In order to start a 9.x database as a Windows service (without using ProControl/ProService) you must follow the instructions outlined by Microsoft in the following "Q" article:
