Incorrect user count is recorded in the database license file (.lic) than that purchased with the database product
Number of licensed users specified by the configuration file is lower than expected in the database.lic file
Lower licensed user count does not prevent users being able to connect the expected number of users
License file shows wrong number of licenced users
Third column of the .lic file shows incorrect number of licenced users

Have Multiple Progress licenses in the Progress.cfg file

CAUSE:
Bug# OE00083396
CAUSE:
This is caused by the order in which licences were installed.
FIX:
As a workaround, reinstall entering the serial number and control codes for the database product last.
