Report Builder -RO cannot be used for db connection
Users should **NOT** use -RO with Report Builder.
Customers want to use "-RO" to get around the need to have a database
server running on the database because of the seperate connection that
Report Builder requires.
The "-RO" startup parameter means that the *database* is read-only
(ie. that all users will be connecting for read-only) not that this
particular connection will be read-only.
