CAUSE:
Progress 9.0B is not supported on Windows 2000. Thus the MMC version is incompatible with this platform.
FIX:
Upgrade to a Progress version supported with Windows 2000.
Support for Windows 2000 started in Progress 9.1x (9.1A, 9.1B, 9.1C, etc ...).
