GOAL:
Can ODBC be used if the Progress Explorer Tool was used to start/stop the database?
FIX:
There was an issue in Progress 9.x where ODBC would not work if the database was started with the Progress Explorer Tool. If you wanted to use ODBC then you had to start the database from a command line. This is no longer an issue as of Progress 9.1x.
