CAUSE:
Not using Progress scripts or it is an installation problem.
FIX:
The parser requires an environment variable named ICU_DATA to be set to point to the Unicode conversion files.
The Unicode conversion files can be found in $DLC/lib/icu/data on
UNIX. The scripts shipped with Progress (pro, etc.) set this variable.
