Windows 2000 is at service pack 3.
Progress is at service pack 3.
The proutil dbname -C conv89 completes, but with error.
CHANGE:
Replaced mkschema.exe file from website as required.
CAUSE:
The mkschema.exe file had read only access.
FIX:
Set permission on mkschema.exe to everyone full control.
