SYMPTOM(s):
Quoter produces a zero length file when ran from Data Administration window
DLC and DLC\bin are in the path
Quoter works properly when run directly from the Proenv command shell
CAUSE:
The installation failed to extract certain files or didnot create proper registry entries.
FIX:
Copy quoter.exe into the working directory.
