ORACLE_HOME not set or NULL in dataserv.lg file
CAUSE:
ORACLE_HOME and ORACLE_SID are not set in Environment session for the app server broker
FIX:
Add ORACLE_HOME and ORACLE_SID to Environment session for the app server broker
