SmartFilter not filtering out records properly.
Smartfilter not working the same in 9.1D03 as it did in 9.1C.

CAUSE:
Bug# 20030203-022
CAUSE:
The SmartSelect wipes out any additional criteria added to the
SmartDataObject's query(setQueryWhere) manually if the received value is not in the current query. This also happens if the field is blank or zero
FIX:
Fixed in: 10.0A, 9.1D06
