The purpose of the ODBC/JDBC drivers included in our Progress products is indeed to connect third-party tools with our database. If you want to re-distribute these drivers to your clients, then the minimum license needed is "SQL-92 Client Access". Please contact your closest Progress Sales department for further information regarding this license.
