Database startup parameters are set to sufficient values.
-n, -Ma, and -Mn parameters are set high enough to accommodate users
CAUSE:
Semaphore Kernel parameters values are not sufficient.
FIX:
Increase values of SEMMNS SEMMNI SEMMSL. See Solution 19036 for suggested values.
