Remote Client connection to database fails with error:

The server or the system has no more resources. Try a larger -n. (748)

Database log file contains errors:

You have attempted to connect to a database with too many users connected to it. Retry the connection later, or increase -n on the server. (5291)

lock stack underflow 16320

** Server rejected login. (700)

Database startup parameters are set to sufficient values.

-n, -Ma, and -Mn parameters are set high enough to accommodate users

CAUSE:

Semaphore Kernel parameters values are not sufficient.

FIX:

Increase values of SEMMNS SEMMNI SEMMSL. See Solution 19036 for suggested values.
