CAUSE:
This error occurs when proper ORACLE variables are not set or not set correctly and when ORACLE_HOME%\bin is not listed within the SYSTEM PATH. Specific ORACLE variables are ORACLE_HOME and ORACLE_SID.
FIX:
1. Set ORACLE_HOME
2. Set ORACLE_SID
3. Include %ORACLE_HOME%\bin is within PATH
