pathing all the way to _proutil and execute following command
/u4/dlcv8/bin/_proutil /u2/onestop/central/onestop -C
dbanalys > /u/acct/lea/hold.d

The error messages themselves appear to be corrupted
CAUSE:
DLC is not set, so there is no correct PROMSGS to point to the correct promsgs file
FIX:
Set DLC environment variable
