This version of PROGRESS does not allow compiles. (471)
Unable to run a batch client process with an Enterprise DB license.

CAUSE:
Runtime Progress products have limited compile capabilities and can only run compiled source code.
FIX:
Install the appropriate license that will allow compile of unencrypted source code.
To compile source code, you need a Full or Query version of Progress (i.e. 4GL Development, Provision, or Query/Results).
The .p should be compiled against the database with a development license first. You will then be able to run the .r in batch mode after the .r have been transferred to the database server.
