Can Roundtable keep track of what person has 'logical' control of a program?

Roundtable
FIX:
An object is under the control of the manager or a programmer of the
associated task. If the manager or a programmer attempts to edit
the object when it is already being edited you will be notified of which
user has the object open.
Also, a task could be created in the testing workspace and the objects checked-out to that task. Another option would be to create a second user DB for these kind of tracking purposes.
