Unable to start the AdminServer using both the PROADSV command and AdminService.
Getting the error Listen failed on port: 20931; nested exception is: java.net.SocketException: network subsystem has failed: JVM_Bind
Network subsystem has failed
CAUSE:
Microsoft Proxy Client 2.0 is installed on the machine. This interferes with normal operation of the TCP/IP stack.
FIX:
Disable or preferably uninstall the Microsoft Proxy Client to resolve this problem.
