CAUSE:
The application is pointing to the wrong progress.cfg
FIX:
Ensure that the DLC environment variable is correctly set and that the progress.cfg file is correct for the license installation
For example, WorkGroup Database licenses have a hard-limit of 65 connections, whereas Personal database licenses have a hard-limit of 5 database connections irrespective of the value of "Maximum connections" (-n).
