Shut down server while users are on: v4, v5 bug on VMS

890516-slk01Shutting Down a server while interactive users are logged into
Progress causes problems:
4.2O - causes a subsequent multi-user session to hang
To duplicate: bring server up. login a multi-user session and
stay at editor. Shutdown the server from another terminal. Start the
server again. Try to login a multi-user session - will hang. Have to
stop the process; shutdown the server; and restart the server.
5.2A - does not allow subsequent servers to be started.
To duplicate: bring server up. login a multi-user session and
stay at editor. Shutdown the server from another terminal
(unconditional shutdown). Start server - will get error message about
shared memory not being released.
In either case, the only workaround at the moment is to have the
customer notify users that the server is going down and then shutdown
the server once everyone is logged off, or they can shutdown the
server while they are still logged in and then use the vms STOP
process-name to kill all the users.
Development is looking into a fix for both of these.
