Manually executing cgiip executable produces following errors

/usr/progress/lib/libjutil.sl
/usr/lib/dld.sl: Unresolved symbol: dlerror (code) from
/usr/progress/lib/libjutil.sl
/usr/lib/dld.sl: Unresolved symbol: dlsym (code) from
/usr/progress/lib/libjutil.sl
CAUSE:
Required HPUX patch not installed
FIX:
Install HP patch PHSS_24303 which is superceeded by PHSS_22478
