CAUSE:
Out-of-date .ocx's and .dll's are being used within Progress 8.3B
FIX:
Upgrade to 8.3E or latest commercial Progress version. You can also use 3rd party tool like FinePrint to first catch print from Progress into FinePrint and then send it from FinePrint to printer, which works fine.
