Provision Plus was installed with Typical installation option
The "web\object" folder was missing from the DLC\tty folder
CAUSE:
The WebSpeed Transaction Server is an Optional component with Provision Plus. The Typical installation of the Provision Plus does not install webspeed components, hence, caused the "web\object" folders to be missing in the DLC\tty folder. Therefore, the compiled r-code (web-disp.r) for web-disp.p was missing.
FIX:
Uninstall the Provision Plus and re-install it with the Complete installation option.
If you have already installed Progress using the "Typical" install option, you can use the "add components" option:
$ <Progress install directory>\SETUP.EXE -addcomp
