IDLC is set correctly
There is no conflict in any environment variable.
There doesn't seem to be any error in the registry.

CAUSE:
When ODBC makes checks during its initialization it checks environment variables as well as the WinChar Startup section of the progress.ini file contained in the DLC\bin directory.
Typically conflicts between the environment values for IDLC and PROMSGS that conflict with values for the variables DLC and PROMSGS in the progress.ini can trigger this error.
FIX:
Modify the progress.ini file in the WinChar Startup section to correctly define DLC and PROMSGS.
