No. SQLExplorer requires a connection to an existing database to function. Use Prostrct create a voide empty database structure. Then Procopy the Progress $DLC/Empty database into the void structure. Start that database in multi-user mode, connect with SQLExplorer as a DBA, and start creating tables.
