Installation ends with:
Cannot delete C:\winnt\system32\ProCtrl.cpl error 13
ProControl will not start
ProService will not run
CAUSE:
ProCtrl.cpl exists from a previous installation
FIX:
Manually remove the above file, uninstall Progress, reboot and reinstall Progress
