1. Shut down the database and truncate the bi file.
2. Backup the database and test the backup.
3. Make backup copies of customized configuration files.
4. Back up the application files.
5. Because you are upgrading within the same major version, you shouldn't need to recompile.
What would be the easiest way to upgrade would very much depend your configuration. It depends on your OS, where you want to install the new version and whether or not you want to uninstall the previous version first. You might want to install into the same directory structure, for instance, so that you don't have to change shortcuts on client machines - that is the kind of issue that you have to take into account.
