Is possible to install a run-time only environment if you have a ProVISON license
FIX:
No, it's not possible.
The startup option -rr allows you to emulate a run-time license even with ProVISION; however, please be warned that there are still some capabilities enabled that do not belong to the Client Networking license, the most critical being that with -rr and ProVISION connections to local databases (single- or multi-user) will be possible.
