CAUSE:
By the time the beta version of the Progress Web Services Toolkit product was released, Progress had not yet released Service Pack 2 for 9.1D. That is why it requires Service Pack 9.1D0189.
FIX:
If you have a backup copy of the Progress installation directory before Service Pack 9.1D02 installation, then restore it and apply 9.1D0189 on top of the restored data. Otherwise, uninstall Progress 9.1D, reinstall it and then apply service pack 9.1D0189.
