Disabling the Anti-Virus software is an option
FACT(s) (Environment):
Windows
Progress 9.x
CAUSE:
This problem appears to be caused by the Casper Sky 4.07 Anti-Virus software as these problems have only been noticed with mentioned Anti-Virus software.
FIX:
Stop the Kaspersky services
Now the ProService should start properly and the databases can be managed through ProControl.
