Symptom: REPORT BUILDER runtime engine does not print report
If while actually working in Report Builder a user can print a report
(say, from the Preview screen) but when using the Runtime Engine
cannot print, this is possibly because they have the RB-OUTPUT-FILE
parameter set in addition to the various printer settings.
When printing using the Runtime Engine, if you have RB-OUTPUT-FILE
set to anything then no printout will result. There are also no
error messages, so the situation looks very mysterious.
If RB-OUTPUT-FILE is set, then when either of the print icons is
selected in the preview window, the output will be sent to the
specified file name and will inclide printer control codes.
There is no error message displayed because no error has occurred.

of the Report Builder manual.
