FIX:
The location of the directory for the temporary files is specified using the -T startup parameter.
One option is to hardcode the value of this parameter specifying the full path to a directory such as: "C:\temp"
and the other option is to entirely omit that parameter which will cause the WebClient to use
WebClient Application's installation directory as the working directory which is at the same time
used as a default directory for storing temporary files.
There is no current support for using the operating system environment variable that could
be resolved during the application startup, for example setting that parameter to:
-T %TEMP%
will not work.
