Progress TCP broker does not start using STRPRONET in AS/400
Both QBATCH and QINTER subsystems were used to start the broker with no luck
CAUSE:
The problem or security with the QBATCH and QINTER was unknown.
FIX:
Create a new subsystem and use that subsystem to start the broker.
