DLL and all registry keys are present
CHANGE:
Permissions on server are restricted
CAUSE:
The DLL has Windows NT permissions assigned to it, such that it is not available to the process accessing it.
FIX:
Review all permissions of at the directory and file level, and review user NT permissions/privileges on the machine.
