Restored ubroker.properties after upgrade
CHANGE:
Upgraded from Progress 9.1C to Progress 9.1D
CAUSE:
The ubroker.properties file still referred to /WebSpeed31C instead of /WebSpeed31D
FIX:
Modify the ubroker.properties file so that the proper directories are listed
