FIX:
Progress 9.1C and 9.1D does not have a Webinst.exe file.
The Webinst.exe was a self extracting executable file used with 9.1B which contained 3 folders: INTRANET, WEB_IMAGE & WIN_IMAGE.
These same folders can now be found on the 9.1C or 9.1D installation CD under WEBINSTALL\WEBCLIENT directories..
