Frame title color & window title color cannot change in GUI
On both GUI platforms (MS-Windows and Motif) it is not possible to
use the attributes of a frame or window to change the background and
foreground colors of the title bar.
On MS-Windows, window/frame color is determined by Control Panel
settings. On Motif, it is determined by Motif X resources.
This is because both of these environments enforce a rule which
states that all window titles and frame titles must have the same
color, regardless of the application.
This same rule applies to button color in MS-Windows, however there
is a workaround whereby you can load a solid-color bitmap to the
button.
This situation is not considered a bug by Development and will not
be changing.
