CAUSE:
It is working as designed. The Create Incremental .df option will not allow any database whose db-type is not Progress to be selected for the incremental. User must have selected the progress database instead of the oracle database. The delta.df would be empty because there is no schema information.
FIX:
Use delta SQL Progress to Oracle utility to generate delta df for the schema holder
