NEGATED SYMPTOM(s):
You cannot programmatically highlight the first row in a browse when there are no rows
If you enter a browse with no rows the first row is highlighted.
CAUSE:
You cannot apply focus on a row that does not exist, default behavior is for the first row to highlight upon entry
FIX:
Insert a blank row into the browse before attempting to highlight it
