Customer copied the Progress install from one server to another
No installation was performed on the server
Clients are running a shared install from the server

Progress is running on a Windows Cluster
CAUSE:
Progress was not installed on the server
FIX:
Progress do not support just copying Progress onto a server, it must be installed by a supported method, Local or Netsetup.
Perform a supported method of install on the server and run a netsetup on the client again
