SYSTEM-HELP on MSW uses PATH to find .hlp files, not PROPATH
SYSTEM-HELP calls the MS-Windows Help viewer and uses the DOS PATH
environment variable to locate the specified .hlp filename. If a full
path name is not specified in the SYSTEM-HELP statement, the .hlp must
reside in a directory included in DOS PATH. SYSTEM-HELP does not use
the PROGRESS PROPATH environment variable at all.
