Attempting to shut down the database from promon user ids are missing
Users have been defined from within Data Administration - Admin - Security - Edit User List
CAUSE:
Users can connect to the database with blank user id and password but cannot compile any procedures - users connecting in this way will have a blank ID within promon.
FIX:
Remove the defined users.
